Who are the RSST?
The previous road safety contract involved the teams in the bright yellow vehicles. The new RSST will instead use white vehicles with a yellow back which are less conspicuous. Speed enforcement campaigns will be less obvious to those drivers who choose to speed and break the PDO or Sultanates rules.
The teams act as road safety standard enforcers, vehicle inspectors and road safety auditors for PDO and its contractors to identify the drivers who put their own lives and the lives of others at risk by speeding, not wearing seatbelts, using a GSM whilst driving or driving unsafe vehicles.
The RSST will be a key resource in identifying dangerous drivers and allow PDO and its contractors to enforce the PDO life saving rules and the new speed limitation standards.
More importantly the RSST will be available to provide support on road safety initiatives, giving advice and support on road safety initiatives. Their focus is
- Enforce the current road safety standards
- Educate drivers and contractors on the importance of obeying the road safety standards
- Enforce contractor management systems for road safety

What do they do?
The RSST teams do:
- Conduct random roadside checks of vehicles used by PDO and Contractors using a standard vehicle spot check list for reporting purposes.
- Conduct speed checks, with the new speed camera systems which have a range of up to 2km and can provide a film of the offending driver.
- Enforce compliance with the PDO and Oman driving rules.
- Assist with the on scene technical investigation of serious Road Traffic Accidents.
- Conduct road safety surveys.
- Conduct Journey Management and Workshop Management system audits.
- Support PDO and contractors on Hearts and Minds campaigns in order to prevent the RTA-s through proactive campaigns ,Listen to PDO or contractor complaints or raised issues regarding the road safety and provide their opinion and initial proposals how to tackle the named hazards,
Their aim is to ensure road users in PDO area feel safe, are safe and reach their destinations safely. Also they are there to tackle the problem of LTI from road traffic accidents. |
What are the they?
There are eight enforcement teams based in Harweel, Marmul, Nimr, Bahja, Lekhwair, Fahud, MAF and Qarn Alam. The three accident investigation teams which comprise of a Controller and assistant (in the interior) are located in MAF, Yibal and Nimr. The Controllers conduct in-depth on scene RTA investigations, road safety audits and coordinate the work of the teams, etc. |
What are the results?

Daily road side vehicle roadside checks:
The RSST vehicle check will result in the follow:
- no problems found the vehicle is allowed to proceed
- no problems found and if the vehicle is in excellent condition a Shukran award can be issued
- serious issues found resulting in a category "A" defect being identified. The RSST will ensure the faults are rectified prior to the vehicle being used again and in serious cased can impound the vehicle at the road side.
- Minor issues found resulting in a category "B" class defects being identified which must be rectified immediately that the current journey is completed.
- “C” class defects are reported where a drivers behaviour is found to be unsatisfactory.
- “D” class defects are procedural failings in road safety management
Road safety standard enforcement:
- Any dangerous driving practices seen by the RSST while on the road will be recorded and the offending driver will be counselled and a report of this will be sent to PDO. The RSST does not manage the consequence management; however it does report failures of drivers to adhere to the rules for PDO and the contractor management to then manage disciplinary rules.
- Non compliance with PDO procedures such as no Safe-Journey Plan, no Roadworthiness Assurance (RAS) Inspection certificate or no PDO driving permit will be notified to the relevant supervisory position, including Contract Holder.
Other tasks which the RSST carry out:
Assistance to contractor investigation teams for RTA-s.
The RSST will when called for a serious RTA will mobilise to the accident scene (when safe to do so). A serious RTA is determined as one of the following:
- Head on collisions
- Fatalities
- Rollovers/tip over
- Accidents involving medical treatment
There is no value in the RSST being involved in minor accidents or being called to investigate an accident more than 24 hours after the accident occurred and so they will not be involved unless it is serious or notified immediately. Contractor/PDO incident owners must notify the appropriate RSST controller of the accident immediately as the teams can only conduct on-scene investigations in the short time after the accident.
The RSST will provide the investigation team with a report which relates to the:
- site examination,
- measurements,
- inspection of the vehicles involved,
- speeds of the vehicles involved,
- likely immediate cause of the incident
- other findings from the accident scene which may be relevant to the investigation team.

Note that the RSST will provide PDO and the contractor with their on-scene investigation report which the contractor investigation team can add as an appendix to their overall investigation
- Start-up pre-mobilisation inspections of vehicles prior to commencement of a new contract. Contract Holders must request these through MSE15.
- Assisting Contract Holders in the auditing of vehicle maintenance systems and vehicle workshops, to ensure compliance with the upkeep of RAS standards particularly the requirement for monthly/kilometre based safety (preventative maintenance) checks.
- Safety Campaigns/Driver Forums: The teams are available to facilitate and participate in such events. eg Road Safety Presentations, Road Safety quizzes.
- Carry out inspections of RAS contractors to ensure compliance with the terms and conditions (from the Transport Standards Manual) of their issuing of RAS stickers during annual inspections.
