The following procedures have been amended and posted to both PDO and Contractor HSE website
A brief explanation of the key changes of this document is given in the following sections.
1.0 Road Transport: SP 2000 Version 3.0, dated: 15/08/2009
There are over one hundred and fifty improvements to the Specification, most of which have no significant financial impact, however there are three significant areas.
1.1 New bus specifications
New contracts which have not reached commercial tendering stage before the 15th Aug 2009 will have to take into account the new bus specifications for buses in their ACV. The new contracts will have to budget to have buses to the new UN specifications by December 2010.
1.2 In Vehicle Monitoring Systems (IVMS) GPRS GPS systems
New contracts which have not reached commercial tendering state before the 15th Aug 2009 will have to take into account the need to have an IVMS GPRS GPS system installed in all vehicles and the vehicles and drivers managed within a comprehensive, functional and resourced IVMS management system with a disciplinary and incentive system.
1.3 Journey Management System
New and existing contracts will have to take into account the improvements made to the PDO Journey Management process. Journey Managers who are involved in the daily journey management of vehicles will have to hold PDO driving permits for the vehicles which they are to journey manage or be a member of the management team. This is in addition to the requirement to have passed the journey management course as before.
2.0 C9 HSE Specifications revision 3.7 dated August 09
(New section 5.1.2 has been added, mandating submission of Annual HSE Letter of Assurance (LOA))
The Contractor Chief Executive Officer (CEO) shall submit an HSE Letter of Assurance (LOA) every year before 1 February to Company. The LOA is a confirmation from the CEO, with or without qualifications, that the current implementation status and integrity of the Contractor HSE management system meets the Contract requirements. Only one LOA per contractor is required covering all contracts with Company that are operational on 1 January of that year. Company will issue the format and submission details for the LOA yearly in December.
